Singapore and Timor-Leste have taken a significant step towards enhancing their bilateral relationship through a newly signed cooperation framework. This agreement, witnessed by Singapore’s Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão during Wong’s historic visit to Dili, aims to broaden collaboration across sectors such as economic development, healthcare, education, and regional affairs. The framework also sets the stage for regular consultations between the nations’ foreign ministries, focusing on bilateral, regional, and international issues.
Economically, Singapore has reaffirmed its role as a leading investor in Timor-Leste, with Singaporean companies actively exploring opportunities in renewable energy and wholesale trade. A pivotal development from the talks is the announcement that, starting in 2027, Timorese workers will be eligible for employment in specific sectors in Singapore like construction and marine shipyards. This move is anticipated to not only expand workforce opportunities but also to fortify the people-to-people ties between the two nations.
Another area of enhanced cooperation is healthcare and education. Singapore’s National University Hospital is set to collaborate with Timor-Leste’s Ministry of Health to focus on workforce development and healthcare training. In addition, Singapore plans to support leadership training for educators in Timor-Leste, further strengthening the educational ties between the countries.
In terms of regional cooperation, Singapore has reiterated its commitment to supporting Timor-Leste’s integration into ASEAN. This includes expanding training programs and assisting in preparations for Timor-Leste’s future role as ASEAN chair in 2029. This pledge underscores Singapore’s long-standing support for Timor-Leste’s development trajectory and its aspirations within the regional bloc.
Highlighting the importance of this bilateral relationship, President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar). This accolade recognizes Singapore’s sustained support for Timor-Leste’s growth and its path towards ASEAN membership, underscoring the deepening ties between the two countries.
